The Alcohol and Gaming Commission of Ontario (AGCO) has taken action against online casinos operating under its licensing for hosting unlicensed slot games.
LeoVegas Gaming: Operating LeoVegas Casino under MGM
Bunchberry Limited: Operating ComeOn! Online casino
Mobile Incorporated Limited: Operating Conquestador Online Casino
Quite how the operators of the casinos allowed these games to slip through into their Ontario platforms is not known. It could simply just have been an honest mistake. All three gaming companies in the province also operate platforms in Europe and the USA. The most likely reason for the mishap is copying game catalogues from their platforms overseas leading them to become available on their Ontario online casinos.
At this time, I have not been able to ascertain which games these are or the software provider. It could have been a game developer brand that has not been registered in Ontario that leaked through onto the platforms.
Consequently, an -honest mistake or not, AGCO felt the need to act by dishing out fines worth C$ 70,000. Enforcing the rules and carrying out financial penalties underscores the regulator’s dedication to ensuring a safe and reliable online gaming environment.
The Fines: LeoVegas (C$ 25,000), Mobile Incorporated (C$ 30,000), and Bunchberry (C$ 15,000). The total fines amount to C$ 70,000.
An investigation by AGCO Resulted in Financial Penalties
The fines came after a thorough investigation and the discovery of unlicensed games on the operators’ platforms. Although this is by no means a huge scandal, and fines are reasonably small enforcing the rules is a necessity.
As a result of the investigation, the operators have been ordered to remove the uncertified games from their platforms immediately. Additionally, they must take measures to ensure that only certified games are made available to their users in the future. Past Actions Against Operators Offering Uncertified Games
One of the key promises AGCO makes to citizens of Ontario is that it aims to harness the trust of the gaming community. To do this, the authority must guarantee a level playing field for all iGaming operators in the region.
The fines also send a strong message to players showing there is a commitment to their safety, while it also shows operators that the AGCO is on the lookout for companies breaking the rules.

All Three Casino are Highly Reputable Global Brand Names
The operators and casinos involved are highly reputable brands operating under multiple jurisdictions.
- LeoVegas operates under the AGCO, UKGC and MGA licensing bodies. It is also the winner of multiple industry awards. This year alone its casino platform has won the International Gaming Awards 2023 ‘Mobile Operator’ of the Year, and at the Global Gaming Awards LeoVegas won ‘Casino of the Year’ in 2022, and 2023. The casino also picked up numerous other awards and nominations last year.
- Conquestador is also an outstanding online casino. The operator holds both AGCO and MGA licensing. It could likely enter the UK market, but at this time with the white paper still up in the air, there are few operators that want to risk opening a new casino in the United Kingdom at this time.
- ComeOn! Is an online casino we are yet to review. Like LeoVegas, the casino operates under the UKGC, MGA, and AGCO iGaming frameworks. In 2021 at the International Gaming Awards, the casino won the ‘Great Place to Work Award’ under the ‘Operator’ category.
